Bereits seit letztem Jahr tauchen vermehrt durch ihre Stückelung speziell auf Kleinanleger zugeschnittene Finanzprodukte auf, die aufgrund ihrer Eigenheiten als "toxische Ökopapiere" bezeichnet werden könnten. Im Gegensatz zu herkömmlichen Kommanditbeteiligungen an Betreibergesellschaften verfügt der Anleger über keinerlei Mitsprache- oder Kontrollrechte. Unabhängige Aussagen über die Zuverlässigkeit von Komponenten während des Amortisationszeitraum einzuholen, wird für den Anleger damit gänzlich unmöglich. Egipto, Transformación y los Signos de una Cultura Planetaria

Parece como si el mundo estuviera entrando en una nueva era revolucionaria: la era del ‘Despertar de la Política Global’. Dicho “despertar” se va materializando en diferentes regiones, en diferentes naciones y bajo diferentes circunstancias, pero siempre influenciado por las condiciones globales.

Hay ciertos momentos en que, de entre  la fanfarria habitual de las historias de los medios de comunicación, emerge un acontecimiento que transforma la sociedad. De entre la mediocre y bufa acción política emerge algo realmente novedoso. Cada cierto número de décadas podemos ser testigos de una ocasión histórica, pero lo que estamos viendo en el Próximo Oriente es de una importancia única, no solo para la región sino para una emergente cultura de alcance planetario.

A menudo, el espíritu de la revolución suele emerger en tiempos oscuros, y que mejor lugar que en el Próximo Oriente: un área del mundo atormentada por una violencia sin fin y por conflictos de difícil solución, provocados por las potencia hegemónicas de cada momento. No hace tanto tiempo, fue la Unión Soviética que sucumbió ante las potencias del Oeste; ahora son los EEUU y las potencias occidentales mismas las que pueden perder el control de la región.

La chispa saltó en Tunez con la ayuda ciertas webs, como Twitter y Wikileaks, que dieron relevancia a hechos como la autoimmolación de jóvenes y la corrupción del régimen. En Occidente, Internet ayudó a resucitar la hasta entonces demonizada  Al-Jazeera, marginada en la América post 11S. Tanto culturalmente como politicamente, determinadas influencias de Occidente en el resto del mundo se están difuminando.

La Rueda de la Historia

Lo que menciona Andrew Gavin Marshall en su artículo encierra un profundo significado y una verdad arquetípica. Hace mas de mil años “las invasiones vikingas unieron a los pueblos de Europa en el miedo, anunciando el eventual surgimiento de una civilización europea”.

En la Historia, cualquier “surgimiento” suele ir precedido de una época de oscuridad. Así, en nuestra Era, los pueblos del mundo vuelven a estar unidos ante un peligro global; guerra, hegemonía, industrialización, polución y ecocidio. Estas amenazas unen al mundo entero en una crisis colectiva, en la que la única salida es su superación. Como pasó con civilizaciones anteriores, la futura sociedad planetaria está naciendo en la oscuridad de la noche. Es interesante observar que Egipto fue uno de los lugares en que nació la actual civilización. De nuevo, en la espiral del tiempo, intersectando con el pasado, Egipto vuelve a aparecer como una importante expresión (simbólica y literal) de transformación.

Es una excelente señal saber que los manifestantes Musulmanes y Cristianos se unieran en un espíritu revolucionario común, protegiéndose unos a otros durante sus horas de oración.

Esta revolución cultural es muy similar a aquel fuego cultural que barrió Europa imponiendo, en primer lugar, las Monarquías Constitucionales para, posteriormente y mediante verdaderas revoluciones, instaurar gobiernos democráticos. Ahora podemos comprender el rol que la aparición de la prensa escrita y la subsiguiente sociedad literaria que emergió, tuvo en la transformación cultural de aquel tiempo (así como en la revolución científica).

Seria un error ignorar el impacto que está teniendo Internet en la sociedad actual. Como hizo en su dia la prensa impresa, Internet ha alterado radicalmente las vías por las que podemos obtener información y, mucho mas importante aún, las vías de compartirla. La amplia estructura de la web favorece la participación, la transparencia y la colaboración. Ello ha hecho posible a webs como Wikileaks ser un elemento de ignición de las protestas en Tunez.

Transformación, Evolución

Si hacemos una pausa para poder contemplar con tranquilidad, como contemplaríamos una pintura que se está ejecutando, el cuadro de la sociedad que se está generando, podríamos afirmar que somos testigos de una transferencia de poder desde las naciones-estados industrializadas, basadas en la jerarquía y donde el centro controla a la periferia, hacia organizaciones políticas de colaboración y participación. Este cambio no es solo otra revolución a añadir a las páginas de la historia, es una real y verdadera alteración en la estructura de la sociedad humana, de una magnitud jamás observada desde el nacimiento de nuestra cililización.  La significáncia de Egipto resuena como un símbolo para la evolución humana.

La civilización misma está basada en un centro (ciudad) que controla a su periferia (agricultura, recursos, campesinos); podríamos  comparar la estructura de la civilización a una especie de “ego colectivo” de naturaleza jerárquica.

Espiritualmente hablando, el final de un “centro controlador” podría ser considerado como una especie de iniciación para el género humano; una invitación a crear un nuevo modelo de vida  en la cual el “centro” esté en todas partes y en ninguna parte, con la personas unidas en una cultura democrática que sería, de lejos, mucho mas compleja de lo que hoy podamos imaginarnos.

El paso de una cultura basada en el consumo de hidrocarburos fósiles a otra basada en las energias renovables, de naciones limitadas por fronteras a la “web” absolutamente abierta (algo parecido a la “noosfera” de PierreTeilhard de Chardin) producirá, casi con toda seguridad, un profundo impacto en la psique humana.

Para que dicha transformación tenga lugar, debemos reconocer que las fuerzas opresoras nos ofrecen la oportunidad de transformar el plomo en oro, de transformar algo que consideramos corrupto e impuro en algo sublime. Lo que una vez fue la triunfante expresión de poder y dominio de la naturaleza, y de otros seres humanos, se ha transformado en una tumba de la que deberemos aprender a liberarnos; solo de este modo nuestra crisis global podrá unirnos en una transcendencia global. Sospecho que este es solo el comienzo de un verdadero, radical y evolutivo cambio de la sociedad humana.

Les eleccions municipals s’aproximen i els Pirates del Camp de Tarragona ja estan apunt per defensar l’ideari pirata en les seves poblacions. Hem col·laborat amb aquells col·lectius municipals que defensen la participació activa de la població, una major transparència en l’administració i que han assumit l’ideari pirata.

Durant els últims mesos, hem estat elaborant el programa municipal, posant èmfasi en en les noves tecnologies, la transparència i la democràcia directa. Concretament a Tarragona conjuntament amb la CUP, a Reus conjuntament amb la CUP, a Alcover amb una llista d’independents sota les sigles de SI, i a Valls mitjançant l’Associació HackLabValls amb la CUP.

Per què Pirates de Catalunya és presenta a les municipals? Per què s’han fet aquestes col·laboracions? Els pirates protagonistes ens expliquen les seves motivacions:

Ferran Reyes, Tarragona

Ferran Reyes: «Vam contactar amb la CUP passades les eleccions autonòmiques del 2010. Després dels primers contactes i de donar-nos a conèixer els nostres projectes, vam adonar-nos que les nostres metes més importants coincidien; aconseguir una democràcia més participativa i aplicar la transparència en l’administració. A més, la CUP de Tarragona duu a terme el seu programa de manera participativa per mitjà de jornades i ens van convidar a participar-hi, aportant, nosaltres, propostes pràctiques per a l’apartat de Noves Tecnologies amb finalitat social. Finalment vàrem decidir assembleàriament que seria interessant que Pirates de Catalunya es presentés, per mitjà d’independents, a la llista de CUP Tarragona.»

Iker Bilbao: «La principal motivació de presentar-m’hi és col·laborar en la representació de tots aquells pacifistes, independentistes i d’esquerres al municipi d’Alcover. L’ús de la tecnologia lliure és molt engrescador i participatiu i en gaudeixo força d’exercir-la. Així ho saben els meus amics i coneguts i sempre hi ha alguna excusa per jugar-hi, ja sigui des de una associació, un acte o una festa. Trobo que un ajuntament és l’entitat del govern més propera, més social. No volia trencar amb el meu passat apolític, però vaig trobar que la mandra no era bona excusa i no podia perdre l’oportunitat de treballar en un projecte tant proper.»

Jaume Margalló, Reus

Jaume Margalló: «A Reus, va ser la CUP, mitjançant un amic meu que fa 4 anys que treballa en el projecte de la CUP per Reus, qui, quan ens vam presentar a les autonòmiques es va posar en contacte amb mi perquè li agradava molt el projecte que dúiem entre mans, i em va proposar de col·laborar per les municipals. Em van convidar a una de les seves reunions on vam posar en comú els nostres projectes, que en un 90% són coincidents, i des de llavors, participo activament en les seves reunions, per dur l’ideari Pirata a les seves assemblees. Els Pirates de Tarragona vam fer propostes TIC per al programa de les municipals que he dut i han rebut de bon grat. Així que esperem que aquesta col·laboració ens enriqueixi mútuament, i encara més, que enriqueixi a la ciutat; on creiem que seran ben vistes aquestes col·laboracions, perquè el ciutadà se senti més escoltat, actiu i respectat en la política municipal.»

Ferran Reyes: «A Ta rragona, i des de fa molt temps, s’està duent a terme un model de ciutat caracteritzat per la poca transparència, tant en les decisions com en els pressupostos i en la manca de sistemes de participació ciutadana. Es tracta un model de ciutat que no té en compte els ciutadans i usuaris que conviuen en ella.

Després de conèixer la proposta de la CUP, un projecte engrescador que vol incloure tots els sectors de la ciutat en la seva construcció, vàrem creure que era ideal que el recolzéssim i aportéssim el nostre granet d’arena a aconseguir-ho.»

Iker Bilbao: «A Alcover hem tingut govern d’una llista independent molts anys, una llista motivada per un grup de persones no associades a cap partit polític, que van poder trencar més de 20 anys de govern d’un únic partit. Van obrir un camí que d’altres seguim i confiem que algú nou continuarà: si vols canviar res no ho encomanis, fes-ho!

La llista municipal de Solidaritat Catalana a Alcover ha promogut l’existència d’una alternativa per al vot independentista i d’esquerres. Es dóna el cas que la llista integra membres d’altres partits d’esquerra (ERC, Reagrupament) que antigament s’havien presentat sota les sigles del seu partit. Tots compartim que cal que actuem en benefici del poble, posant-nos per sobre de les sigles. Es va debatre la possibilitat de presentar-nos com a marca blanca, per manca de temps no ha estat possible.»

HackLabValls: «Com a associació vallenca hem col·laborat en l’elaboració del programa municipal de la CUP de Valls, en l’apartat de noves tecnologies, ja que en els nostres objectius figura la promoció del programari i les xarxes de comunicacions lliures i difondre’l a la societat. Creiem que és totalment necessari que les administracions públiques, i en aquest cas l’ajuntament, doni exemple i faci ús del programari lliure, al mateix temps que promogui i garanteixi l’accés global a la Xarxa per mitjà d’infraestructures lliures i públiques. Així com també potenciar la participació ciutadana en la presa de decisions, mitjançant sistemes d’informació adequats als nostres temps i que permetin que les administracions siguin més transparents i properes al ciutadà.»

Tal como no ano anterior, o primeiro dia foi reservado apenas para um evento social com vista a que todos os delegados se pudessem conhecer um pouco melhor antes dos dois dias de procedimentos oficiais que se seguiriam.

Dia 12:

O primeiro dia oficial da conferência começou com a apreciação e votação das candidaturas de novos membros para o PPI.
As várias candidaturas foram apresentadas, de um modo mais ou menos completo, com a ressalva para a de Marrocos que, apesar de contar com um dos seu delegados presente, por receios fundados de perseguição política efectiva no seu pais natal, principalmente nos tempos conturbados que se vivem actualmente na região, não foi apresentada publicamente perante as câmaras.
Da votação que se seguiu resultaram quatro novos membros por inteiro:

Partidos Pirata da Eslovénia, Canadá, Marrocos e Nova Zelândia,

elevando o total de membros ordinários para 26 e acrescentando 5 novos membros observadores:

Partidos Pirata da Bavária, Hessen e da Catalunha, a Juventude Pirata Alemã e os Piratas sem Fronteiras.

De seguida iniciou-se uma sessão fluida usando a tecnologia Open Space, onde vários assuntos foram propostos e discutidos por todos os interessados presentes contribuindo para uma maior interacção e discussão dos temas de interesse comum aos diversos Partidos Pirata representados na conferência.
A par desta sessão, um dos temas em agenda foi o debate sobre as emendas propostas previamente à realização da conferência, e que foram votadas ao final da tarde.

Dia 13:

O último dia da conferência ficou reservado para as eleições dos novos órgãos do PPI e votação de moções, para uma conferência de imprensa e um discurso de encerramento.

Depois do anúncio dos resultados da votação para as emendas aos estatutos realizadas no dia anterior, as eleições que se seguiram resultaram na nomeação dos seguintes membros para o novo conselho do PPI:

Tal como no ano passado, houve de seguida uma apresentação do novo conselho através de uma conferência de imprensa, que decorreu na sala Lissabon (Lisboa) da Messe de Friedrichshafen:

A conferência terminou com um discurso de encerramento proferido pelo fundador do primeiro Partido Pirata e, efectivamente, do movimento global que hoje inclui mais de 40 países, Rick Falkvinge:

É um discurso excelente, recomendável tanto a simpatizantes do movimento pirata como a todas as pessoas que, apesar de desiludidas com os partidos instalados e os políticos de carreira, se desanimam com as dificuldades em combater o sistema actual.
Entre o conjunto de mensagens abrangente, há uma, “não menos importante”, e que curiosamente foi cantada até à exaustão no mesmo fim de semana da conferência pelas ruas de Portugal…aos 22m45s do seu discurso Rick Falkvinge diz:

“E por último, mas não menos importante, divirtam-se! Precisamos escolher divertirmo-nos ao longo do caminho porque vamos estar nisto por muito tempo. O mundo não se muda de um dia para o outro. Mas eu penso que vale a pena, para mim pessoalmente, e isso é algo que eu não posso…é uma luta que eu não posso escolher ignorar. Portanto preciso escolher divertir-me ao longo do caminho, e não é só para mim pessoalmente, é também para o bem do movimento, porque as pessoas vão ter com as outras pessoas que se estão a divertir. Se estás aborrecido as pessoas vão ignorar-te, se estás a divertir-te e a rir as pessoas vão juntar-se a ti.”

E de facto, o rescaldo geral dos participantes indica que realmente foi uma conferência não só mais proveitosa em termos de resultados, mas também mais divertida e bem disposta que a do ano anterior, pelo que o ano que se segue é bastante promissor no capítulo internacional deste movimento global que segue unido sob a mesma bandeira de protecção dos direitos liberdades e garantias de todos.

Ca. 70 Piraten aus über 20 Ländern haben am vergangenen Wochenende an der Pirate Parties International Konferenz im deutschen Friedrichshafen, nahe der Schweizer Grenze, teilgenommen. Viele wohnten dem Geschehen auch via Stream bei. Dies war die erste ordentliche Versammlung seit der Gründung der Organisation am 18. April 2010 in Brüssel.[3] Aus Deutschland nahmen sechs Delegierte und viele weitere Piraten teil und beteiligten sich aktiv an der Ausgestaltung der Konferenz. Es folgt ein nur leicht abgeänderter Bericht der Piratenpartei Schweiz. Viel Spaß beim Lesen:

Die erste ordentliche Pirate Parteis International Konferenz begann am Freitag mit einem allgemeinen Kennenlernabend. Die tschechische Delegation sorgte zu diesem Zeitpunkt bereits für gute Stimmung mit ihren mitgebrachten Akkordeons.

Am Samstag ging es dann mit etwas Verspätung kurz nach 9 Uhr los. Als erstes wurden die Mitgliedschaftsanträge bearbeitet. Insgesamt zehn Organisationen hatten sich im Vorfeld um die Aufnahme in die PPI beworben. Vier davon bewarben sich als reguläre Mitglieder, was nur nationale Piratenparteien können. Sechs weitere Organisationen bemühten sich um eine Mitgliedschaft mit Beobachterstatus, ohne Stimmrecht in der Organisation.

Alle Anträge um reguläre Mitgliedschaft und fünf Anträge um Beobachterstatus wurden zugelassen. Neu in die PPI aufgenommen wurden die Piratenparteien aus Kanada, Neuseeland, Slowenien und Marokko. Letztere konnten leider nur mit einem Ersatzdelegierten teilnehmen. Den drei eigentlichen Delegierten aus Marokko war das Schengenvisum verweigert worden. Begründet wurde dies mit der abgeblich mangelnden Wichtigkeit der Veranstaltung.

Die Piratenparteien vor Ort zeigten sich sehr enttäuscht, dass den Delegierten das Visum verweigert worden war. Die Begründung, dass die Konferenz kein ausreichender Grund sei und dass der Rückkehrwunsch der beteiligten Piraten nicht klar genug dargelegt worden sei, wurde als unangemessen und nicht glaubwürdig eingestuft.

Desweiteren gibt es nun fünf Mitglieder mit Beobachterstatus: Die Piratenpartei Bayern, die Piratenpartei Hessen, die Piratenpartei Katalonien, die Jungen Piraten Deutschland und die Piraten ohne Grenzen.

Nach der Wahl im Plenum ging es über in Gruppenarbeit in Form des Open Space-Konzepts. Es wurden in verschiedenen Gruppen Themen diskutiert, welche die Delegierten für interessant hielten. Die Dokumentation dieser Arbeit wird nach der Konferenz in digitaler Form veröffentlicht, damit daraus hoffentlich einige interessante Projekte entstehen.

Parallel zu diesem Ideen-Austausch wurde am Nachmittag der zweite Abstimmungsblock mit den Statutenänderungen durchgeführt. Insgesamt gab es 23 Änderungsanträge mit 27 Optionen. Die Änderungen wurden sehr effizient schriftlich verabschiedet. Neben vielen kleineren Anpassungen gab es zwei ziemlich wichtige Änderungen der Statuten.

Antrag 5 forderte die Selbstbeschränkung der Pirate Parties International als nichtpolitisch zu entfernen. Dieser Antrag wurde deutlich angenommen, da der Satz nicht wirklich ins Konzept einer Dachorganisation der Piratenparteien passt.

Ganz knapp angenommen mit genau 2/3 der abgegebenen Stimmen wurde die Einführung eines Schiedsgerichts (Court of Arbitration); somit hat die PPI eine Judikative mit weitgehenden Möglichkeiten, um Streitigkeiten der Mitglieder oder Organe selbstständig zu lösen.

Am Samstagabend waren die Piraten bei einem gemeinsamen Essen und Trinken bei bester Laune und haben sich bis spät in die Nacht gut unterhalten. Viele Bekanntschaften, welche bisher rein virtuell waren, konnten so vertieft werden.

Am Sonntag standen Wahlen auf dem Programm. Neben dem Vorstand und den Revisoren (Lay Auditors) wurde auch das neu gegründete Schiedsgericht (Court of Arbitration) besetzt.

Die PPI wird für die nächsten 12 Monate von den beiden Co-Chairmen Marcel Kolaja (Tschechische Republik) und Samir Allioui (Niederlande) geführt. Insgesamt wurden 7 Piraten in den Vorstand gewählt, welche nach der Wahl in einer Pressekonferenz [1] Auskunft gaben über ihre Ziele für die PPI.

Die internationale Zusammenarbeit, welche durch Wikileaks und die Jasminrevolution etwas informal begründet wurde, hat nun gute Chancen, als weiteres Projekt in der PPI Fuss zu fassen. Drei wichtige Figuren dieser Zusammenarbeit können nun als Mitglieder des Vorstands ihren Einsatz in offizielle Bahnen einfliessen lassen. Nebst Co-Chairman Marcel Kolaja sind dies Thomas Gaul (Deutschland) und Paul Da Silva (Frankreich).

Auch die Schweizer Delegation hat ihre Verantwortung wahrgenommen und sich aktiv an den Wahlen beteiligt. Patrick Mächler wurde als Schatzmeister in den Vorstand gewählt und ist damit nach einjähriger Pause wieder ambitioniert an der Mitgestaltung der PPI beteiligt.

Silvan Gebhard (Schweiz), Ole Husgaard (Dänemark) und Alessandra Minoni (Italien) werden als Revisoren die Finanzen der PPI überprüfen. Im neu geschaffenen Schiedsgericht werden Arturo Marinez (Spanien), Jurgen Rateau (Belgien), Marco Confalioneri (Italien), Maxime Rouquet (Frankreich), Thomas Bruderere und Pascal Gloor (beide Schweiz), Stefan Raynova (Österreich) und Sven Clement (Luxemburg) Mitglieder sein.

Nach einer Schweigeminute für die Katastrophe in Japan und Dankesworte für den Gastgeber, die Helfer und Organisatoren wurde die Sitzung mit einer Keynote durch Rick Falkvinge abgerundet.

In seiner etwa halbstündigen Ansprache [2] hat Falkvinge in einer sehr bewegenden Rede die Piraten dazu aufgerufen, für das einzustehen, woran sie glauben. Falkvinge:

Jede neue Partei wird zu Beginn belächelt. Ob Liberale, Arbeiterbewegung oder Grüne: Jede neue Generation von Demokraten musste dafür kämpfen, dass ihr Verständnis einer gerechteren Welt Einzug in die Politik hielt.
Erinnert euch in 40 Jahren daran und unterstützt die nächste Generation von Demokraten in ihrem Kampf für eine gerechtere Welt, auch wenn ihr sie dann vielleicht nicht mehr ganz versteht.

Alle Teilnehmer werden hoffentlich etwas von dieser Ansprache nach Hause nehmen und sich als Teil einer Demokratiebewegung fühlen, um die Welt ein wenig besser zu machen. Die Piraten können und werden etwas bewegen. Die etablierten Parteien müssen sich darauf einstellen, dass wir nicht mehr so schnell von der Bildfläche verschwinden.
